NOAA: Lows Wednesday night

3. "Calm cold" of Wednesday night will be replaced by dangerous, wind-driven cold by Thursday night. Wind-chill values will range from -10 to -15 degrees below zero, with actual temps of around 5-10 degrees above zero in NYC.
